UPDATE: If you currently run a pirated version of Windows 7 or 8 you will not get a license, just the install with an evaluation period.

Everyone. Even if they are presently running pirated copies of the system software.
Microsoft’s OS chief Terry Myerson explained that Microsoft endeavour to upgrade all qualified PCs, genuine and the not so genuine.
The move is an outward effort to “re-engage” (as he puts it) to users that run pirated package versions of the OS. The main focus is significantly in China.
Ripped version of Windows are an enormous drawback within the economically powerful country: recent estimates show that 75% of Windows-based PC’s in China run pirated copies of the operating system.
The move is quite smart. Microsoft has previously said that the initial year of release would feature free upgrades to the system, with a potential to gain 145 Million genuine PC’s in one country alone.
We will see how it all goes down later in 2015 when the OS is released.
